The world is increasingly using sanctions to achieve the economic and political goals of their initiators. They tend to target key sectors of the economy, including trade and finance. Sanctions are also applied to individuals and companies. At the same time, agriculture and food security are formally exempted from restrictions on humanitarian grounds, but are still negatively affected because they are an integral part of the economy.

One of the areas of public administration is a targeted and efficient use of budgetary funds allocated to support the population, businesses and infrastructure of the territories. It requires constant updating of the characteristics of the object of managerial influence and receiving feedback. Without accurate identification of the target management object, knowledge of its properties, as well as development trends, high-quality management is impossible.

The article summarizes the outcomes of the International Scientific Conference “Agrobiotechnology-2021”, which took place November 24-25, 2021, in Russian State Agrarian University - Moscow Timiryazev Agricultural Academy. Based on a systematic approach, the article examines the main macroeconomic global and national challenges in the development of the domestic agro-industrial complex that affect the sustainable development of the industry and the achievement of national development goals of the Russian Federation. It is shown that the identification of the main challenges facing the development of the domestic agro-industrial complex is the primary basis for developing goals for the strategic development of the agrarian sector.
