The purpose of this paper is, basing on the survey outcome of executives of libraries of research institutions under the scientific and methodological guidance of the Siberian Branch of the Russian Academy of Sciences, to measure their attitudes towards promoting scientific knowledge in society and libraries engagement in it.

Search and development of library activity areas, when it is no more the only custodian of information, and the organization, which provides access to it, is one of the pressing present problems. Scientific libraries have long been engaged in the popularization of science. The purpose of the article is a critical analysis of the historical experience of forming the educational Soviet state library policy in the 1920s and 1930s and determination of the possibilities of its modern use. It is shown that the basis of this policy were the views of the domestic revolutionary democrats on science and its popularization, as well as V. I. Lenin’s ideas about the political education of the working class and the development of its political consciousness.

Uncertainty, risk and decision-making in an interdisciplinary context

The article reflects the author’s methodological position that the phenomena of uncertainty and risk are considered within the context of decision-making problems. It is shown that the ability to quantify the probability of the occurrence of possible events makes it possible to fundamentally distinguish between risk situations and situations of uncertainty. Risk is the result of a decision and is always associated with a person who not only makes a choice, but also estimates the probabilities of possible outcomes and related losses.

Truth and justification for deductive systems: on the primary postulates and analyticity of justifications

The concept of analyticity plays an important role in establishing truths. Both in the traditional logic of terms and modern logic of predicates, similar approaches are used to reconstruct the idea of reliable substantiation. Kant used the categories of synthetic a priori, Frege relied on the features of terms (individual constants and functions) to formulate the conditions for the application of definitions.

The article is dedicated to the memory of the leading agrochemist-soil scientist of the second half of the 19th and early 20th century, Professor Peter Samsonovich Kossovich. The formation of an outstanding scientist as a researcher and teacher is shown. The contribution of P.S. Kossovich to the development of agrochemistry, soil science and agriculture is described. His research has established that leguminous plants fix nitrogen of the air with roots, not leaves. P.S.
