Knowledge organization system for the scientific information space of Russia

The concept of Knowledge Organization Systems (KOS) is introduced. The author describes the activities of the International Society for the Organization of Knowledge (ISKO), as well as the Basic Register of Thesauruses, Ontologies and Classifications (BARTOC) as the most representative registry of KOS. The KOS typology presented in the International Standard is discussed and a simplified KOS typology is proposed.

The purpose of the article is to present modern methods and peculiarities of information resources collection disclosure in electronic catalogs of scientific-technical libraries. On the example of collections in the electronic catalog of the State Public Scientific and Technical Library of Russia (GPSTB of Russia) methods and technologies are shown, which allow to better reveal the collection of scientific and technical library, to provide convenience and personalization of information provision for users.

One of the key areas of the state policy in the field of scientific and technological development of the country is to create an infrastructure and conditions for conducting research and implementing high-tech technologies. Special attention is given to the development of the scientific and information sphere. The author examines the development of the basic concepts of indexing information resources using classifications and dictionaries of information retrieval languages. The impact of digital communications and the Internet on the indexing methods in the information environment, including the libraries, is emphasized. The modern library collections comprise various types of resources, both traditional paper publications and digital resources of various types, widely available on the Internet.

The experience of the CSAL in creating, maintaining and using the authority file of names of sectoral organizations is discussed. The characteristics of the authority file and information sources are given, methodological solutions for data generation are considered. The authority file is used to improve the quality of bibliographic entries by unifying access points, improving the processes of in- formation exchange and retrieval.

The foreign providers’ exit from the market of information resources and services in 2022 affected Belarus libraries significantly. The academic libraries still have to provide basic support of higher education with relevant and quality scientific and educational content. Under the new circumstances, the library professional community has been examining alternative technological and program solutions. The Scientific Library of Belarus National Technical University has been developing its user services and introducing efficient instruments.

The author analyzes the approaches to structuring open access resources (OAR). The study is aimed at increasing the efficiency of library information user services through integrating OAR into the system of science and education information support. Within the research project “Design of the model of scientific library operation within the open science ecosystem”, over 200 heterogeneous OAR were examined to conclude on the efficiency of the libraries’ user information support with OAR.

The foundation, development and activities of the Russian National Public Library for Science and Technology (RNPLS&T) are examined in the historical aspect. The precedent events, the origins of the library and development from the initial library collections in science and technology in the early 20-th century are described. The RNPLS&T (the USSR State Public Library for Science and Technology, SPLS&T USSR, at the time of its establishment) has inherited the legacy and, partially, the collections of the State Science Library.
