The purpose of the study is to develop criteria for evaluation of institutional repository (IR) utilization quality and performance. Based on the content analysis of documentary sources and study of the websites of Russian research and academic institutional repositories, the key challenges of their utilization are investigated, i. e. copyright issues, accessibility, acquisitions consistency, metadata completeness and entry correctness, information search difficulties, etc. Meanwhile, the study findings evidence on imbalanced policies of repository management: IR providing open access (OA) to the limited range of documents with minimum search instruments vs. IR with OA to all the contents with the widest functionality. The analysis of IR drawbacks against the efficiency factors enabled to develop criteria to evaluate the quality and performance of repository utilization. The following success indicators are specified: reliability, comfort, transparency, materials accessibility, etc. Implementation of the proposed methodology will allow to define vectors of IR performance improvement.
