The articles continues the series of publications on public libraries staffing. The authors analyze the current educational status of public librarians and library specialists in Russia. The All-Russia Monitoring of Library Staffing Requirements made the empirical foundation of the study. The Russian State Library held the monitoring for the first time for the Russian librarianship of the 20th–21st centuries. The researchers proposed the hypothesis on significant disproportioned qualitative and quantitative characteristics of educational background of librarians both on the national, regional and municipal levels. These characteristics require further in-depth studies. Meanwhile the analysis demonstrates that nationally, on the level of central and regional libraries, the staffing situation is better than in the municipal urban and rural libraries. This hypothesis was also verified. The analysis of data on public regional and municipal libraries obtained through the All-Russia Monitoring of Library Staffing Requirements is essential for further informed decision-making to support state library staffing policy and to upgrade higher education and advanced training in the library information sector.
