Origins and development of the state regulation of science popularization in Russia. (Part 1)

Today, the government pays special attention to science and science popularization. This includes legal regulation, in particular, and makes the focus of the humanities scholars. However, the issues of the origins of science education of the community, including via the librarianship, are understudied. The goal of this s tudy i s t o r eveal a nd a nalyze t he l egislative a cts o n n on-formal education regulation adopted in 1725–1917. The study focused on the documents comprising definitions related to the science popularization in its modern sense.

The article considers the issues of preserving and updating the ethnocultural heritage of the peoples of the Russian Federation within the framework of the activities of museums, houses of folk art, higher educational institutions, academic research institutes. Institutions for which the preservation of cultural heritage is not the main essential activity, but has recently been actively developing, are characterized. These are federal and national universities and research institutes of the Russian academy of sciences.

The dynamic academic and educational environment needs the specialists capable to work in the intensively developing open science information infrastructure, to retrieve, analyze and synthesize heterogeneous information, to process structured and unstructured research data; to document research findings, to represent them in the open access; to be engaged in social media, and to be aware of many aspects of the open science concept.

The development of information technology has contributed to the rapid process of informatization of all spheres of modern society, including library and information activities – the methods of collecting information, its visual display and providing access to it have changed; the processes of acquisition, processing of documents, preservation of collections have been transformed. The forms of information and library services have become different.

Selected Bibliographic Resources for the Promotion of Scientific Knowledge on the Websites of Libraries in Russia

The purpose of the article is to show the results of a study of selected bibliographic resources in Russian libraries for the popularization of science, the promotion of scientific knowledge, the formation of a scientific worldview and the development of scientific literacy. Selected bibliographic resources on 87 library sites were considered. 750 selected bibliographic resources were identified, of which 280 (27 %) are aimed at disseminating modern scientific knowledge. Most of these are non-renewable resources.

The article presents a generalized vision of the place and role of the Siberian Scientific Agricultural Library (SIBSAL), libraries and information units of scientific organizations of agricultural profile of Siberia in the scientific communications system. The dynamics of SIBSAL interaction with the libraries of regional scientific research institutions (SRI) in connection with changes in the political and economic life of the country in the 1990-s are considered.

The purpose of the study is to reveal trends in the open science information ecosystem in the era of global crisis (COVID-19, etc.). Based on the findings, the author argues that the international interaction intensifies, publications and research findings are available in open access, research data dissemination, reproduction, preservation and seamless access are demanded and offered as never before.
