The history of the centralized library systems (CBS) formation of the Siberian and Far Eastern Branches of the Academy of Sciences of the USSR (Russian Academy of Sciences) in the context of science development was reconstructed.

The authors describe the structure, functions and technology of operating the electronic file of methodical decisions on subject cataloging. Developing the prototype and operational testing the Union library and information processes automation center in SB RAS

As a result of this work, the functions of the system and the best ways to connect llibraries in research institutes with the Union center in SPSTL SB RAS. IRBIS-64 was chosen as the software mostly suitable for the system functions. Trial operation demonstrated the reality to create such a system.

The authors pay attention to the factors influencing the development of library-information services by proposing and suggesting solutions to develop this situation. The authors consider the library structure in the country, their various divisions and the personnel number using statistical tools; characterize the structure of library collections on their languages; examine in detail the most effective methods of serving users.
