Contemporary rural areas in Russia are are experiencing a profound systemic crisis characterized by persistent depopulation, institutional degradation, and intensifying socio-economic marginalization. Based on a comprehensive analysis of official statistics for the 2000–2025 period, this paper identifies a self-perpetuating mechanism of rural community decline, wherein the reduction of social infrastructure – specifically education, healthcare, and culture – serves not merely as a consequence but as a catalyst for further depopulation.

The creation and further development of the Land Redistribution Fund of the Russian Federation are aimed at increasing agricultural production through peasant (farm) enterprises and private subsidiary plots. The Land Redistribution Fund both expands and contracts over time. From January 1, 2019, to January 1, 2024, the area of agricultural land within the Fund experienced a reduction of 9.1%.
