The author examines citations of Russian agroengineering journals by researchers and specialists. Based on the findings, the most authoritative serials are identified. The number of cited articles and their citation frequency are used as the indicators for serials assessment. The author also calculated the share of cited articles per journal, references per article, average immediacy. The analysis is based on the Russian Science Citation Index database. The top-five journals are identified for each metric.
The authors discuss RNPLS&T organizational and technological ap proaches toward designing “Methodological chatbot for libraries”. They substantiate the relevance of chatbot as a digital service intended to develop diverse professional competences. The system of building library professional competences is multicomponent, multilevel and polythematic, including using and designing various automated interaction systems. The authors suggest which library competences can be built with methodological chatbot, i. e. the basic, event-driven, analytical, digital, and technological.
Rujero S. Gilyarevsky is a prominent Russian scholar, doctor of science in philology, professor, founder of information science, well-known professional in librarianship and information sector, and RF Honored Worker of Science. For many years, R. S. Gilyarevsky headed the RAS VINITI Division of Theoretical and Applied Information Studies, and was the editor-in-chief of leading journals on information technologies, processes and systems. Professor V. V. Skvortsov called Gilyarevsky science classic, founder and leader.
Today, the challenged Russian rural regions have to revise the role of key sociocultural institutions, and in particular libraries with their traditional central place. Despite the downtrend of the number of rural libraries and librarians, these institutions are extremely important in the life of local community as cultural centers, educational sites and as unique links between traditional values and advanced technologies. In this situation, training administrative staff has to be aimed at preservation and modernization of the rural library network of Russia.
Russian researchers have changed their perception of open science concept comprising open access to current knowledge, studies transparency and open information sharing. The paper is based on the 2021 and 2024 surveys “Open Data Status”, and 2023 and 2025 surveys of the scientists and researchers at the Russian Academy of Sciences Siberian Branch.
The author explores Russia’s import substitution policy in information technologies embraced with the aims: to ensure independence from foreign software, databases and hardware providers; to ensure national information safety, including that of the country’s critical infrastructure; to support and develop national IT industry; to support country’s economy; professional education and training in IT. Building robust system of scientific (scientific and technical) expertise is vital in the context of growing science-driven and high-tech sectors of economy and against complicated geopolitical situation and sanctions imposed by foreign states. In this paper, the authors analyze the regulatory management of scientific (sci-tech) expertise in the Russian Federation and the CIS countries to identify common approaches and features of legal regulation in this sphere.

In her analytical review of V. P. Leonov’s monograph “The time for libraries : Essays”, RASL, 2024, the reviewer reveals the key idea of the work – the world outlook is influenced by librarians’ and bibliographers’ professional activity. She emphasizes the study theoretical background, i. e. findings of modern natural sciences and Leonov’s personal experience. He regards the library as an integral part of human life and catalyst of temporal modes.
