The dynamic academic and educational environment needs the specialists capable to work in the intensively developing open science information infrastructure, to retrieve, analyze and synthesize heterogeneous information, to process structured and unstructured research data; to document research findings, to represent them in the open access; to be engaged in social media, and to be aware of many aspects of the open science concept.

The unsolved problems of baccalaureate for library and information activities are considered. The question is raised on the content of general cultural and professional competencies of bachelors, profiling their training, employment prospects.

The reference services in Cameroonian libraries are lagging in the exercise of their activities. Thus, this study raises the problem of the organization and functioning of reference services in the libraries of Cameroon. The purpose of the research is to provide an updated view of research issues in reference services in the libraries of the Republic of Cameroon.

The article deals with the attitude of specialists to the competence approach in higher education, the stages of the “competence” formation concept are shown. The authors share the point of view of specialists, who emphasize the practical orientation of competences, and the competence approach itself is based on the practical orientation of education.
