Access to public services, both online and in situ (through multifunctional public service centers) is a key element in developing e-government and provision of equal opportunities for all groups of citizens. Saint Petersburg State Library for the Blind and Visually Impaired Persons in cooperation with the Saint Petersburg Regional Organization of the All-Russian Society of the Blind carried on a research to determine the target audience needs to assess the state and identify problems of access to public services for people with visual impairments.
The experience of foreign firms, introducing library vending is investigated. The relevance of the library system improvement via innovative, modern and viable schemes for attracting readers and financial resources is studied. An optimal approach to implementing conceptual bibliovending in Russia is offered.

The Book and Graphics Section of St. Petersburg Scientists House of the Russian Academy of Sciences is the oldest bibliophile club of the country, which draws to itself attention not only domestic, but also foreign researchers in bibliology nowadays. Besides research and educational activity the Section carried on and is carrying exhibition and publishing activity. More than two hundred exhibitions have been held, more than fifty editions reflecting its member activity have been prepared during its existence.
The article concerns the problems of functioning the publishing and printing industry in Siberia and the Far East at the early XXI century: peculiarities of its infrastructure forming, entering the country’s printing services market, the place of a region in it. The paper objective is to represent the modern publishing and printing industry in Siberia and the Far East, its structural components, and determine the likely directions for further development of the regional market to printing product and service producers.
The results of a system formation and corporate models of libraries co-operation for SB RAS libraries are considered, the main factors influencing the strategy of formation of academic libraries resource base are determined, highlighted are the problems of formation of new types of resources and the prospects for their inclusion in the information resource base of SB RAS are outlined.
Sociological research “Human resources of public libraries: modern requirements for professional activity and opportunities for its implementation” was carried out by the Far Eastern State Scientific Library. It was made on the base public libraries in Khabarovsk region within the framework of the partnership and cooperation agreement with the National Library of Belarus.
