The article examines the phenomenon of a «smart city» from the point of view of the objective need for the modern process of digital transformation of the urban environment, as well as a kind of urban metaphor that determines our attitude to this process. In turn, the concept of metaphor is analyzed within the framework of classical, philosophical and urban discourses. In this vein, the relevance of applying the definition of «smart» to a city is considered, and examples of successfully implemented «smart city» projects are given.

Today, the challenged Russian rural regions have to revise the role of key sociocultural institutions, and in particular libraries with their traditional central place. Despite the downtrend of the number of rural libraries and librarians, these institutions are extremely important in the life of local community as cultural centers, educational sites and as unique links between traditional values and advanced technologies. In this situation, training administrative staff has to be aimed at preservation and modernization of the rural library network of Russia.

Federal state information systems (FSIS) in Russian agriculture are a key result and driver of digital transformation within the industry. Considering practical application and user needs, FSIS can be improved based on the identified shortcomings experienced by agricultural producers. An online survey was conducted in the first half of 2024, gathering responses from 957 operating agricultural enterprises across all constituent entities of the Russian Federation. The survey focused on experiences using the systems and the problems encountered.

During the recent years, the modern trends in society, economics, technologies have become related to digital transformation. However, the definition for this concept is lacking. The author insists that implementing information technologies into institutional business process is the most essential note of digital transformation.
