To Identify and register the actors of the Russian system of sci-tech information today

The author examines the problems of resources and scientific communication actors as related to the idea of the revival of the Russian system of sci-tech information and the task of building the register of research resources. The author describes the RAS INION (Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences) project of such register in historical and philological disciplines. The goals, subjects and study area are defined.

The purpose of the article is to show possible areas of interaction between scientists from different organizations that promote the development of the regional scientific space, lead to the generation of unique scientific ideas, and formation of the generation of active employees. The representative of the Saint-Petersburg State Institute of Culture, Arkady Vasilyevich Sokolov, the most prominent and authoritative scientist in the system of sciences of the document-communication cycle, for many years cooperated with specialists from the Chelyabinsk State Institute of Culture.

Publications by academic institute’s researchers inform scientific com-munity on the research findings. At the same time, they make an important organization’s reporting unit. The number of publications, citations in national and foreign science citation databases are the indicators of research performance. The rankings of journals where the articles are published, play the key role. It is important to choose the serial for publication in compliance with the reporting requirements, appropriate publication period, dates of issue and access to full texts.

The authors examine the two focus areas of the Central Scientific Library of the National Academy of Sciences of Belarus, namely, information support of scientific research and scientific communication. They are inseparably connected with the library’s history. The library has been always focused on supporting scientific research and research teams. At the present stage, this support is actualized through collection development and acquisition of traditional information resources, online access and databases, through onsite and offsite library services.

The expanding studies in transformation of scientific communication and practical aspects of open scientific content and scientific process dictate to identify the subject scope of open science studies. For the purpose of the study, 561 journal publications in the Library and Information Science category included in the Web of Science database were analyzed. As a result, 27 topics are specified, their contents are described, and the differences in subject orientation between “the classical” WoS, and the newer ESCI, are revealed.

The results of the study of scientific journals websites on various subjects are introduced. It was analyzed what data are presented on websites, what services and for what user groups are oriented. It is concluded that scientific journal web-sites are constantly evolving, giving new resources and services to all interested groups of users in terms of the communicative approach, is an important element in the online environment of scientific communication. Sites of domestic journals on the library subjects, unfortunately, lag behind foreign ones.
