Review of scientific (engineering) expertise legislation in the countries leading in sci-tech sphere

The authors analyze the standards and regulations for scientific (engineering) expertise in several foreign countries to identify common approaches and characteristics. The general scientific, legalistic and structured system research methods are applied. The legal acts of China, USA, Great Britain, Germany, India and Japan are selected from the ranking as the leaders in the number of articles in periodicals indexed in the global databases, and number of patent applications and patents for inventions granted by the countries’ patent offices.

Building robust system of scientific (scientific and technical) expertise is vital in the context of growing science-driven and high-tech sectors of economy and against complicated geopolitical situation and sanctions imposed by foreign states. In this paper, the authors analyze the regulatory management of scientific (sci-tech) expertise in the Russian Federation and the CIS countries to identify common approaches and features of legal regulation in this sphere.
