The working method of the study was an online questionnaire of academic specialists of the Siberian Branch of the Russian Academy of Sciences (SB RAS) research institutes. They brought together about 30 representatives of the government and administration, book theorists and practitioners, heads of higher educational institutions, representatives of the library community, and public organizations.

In this regard, it becomes important to develop a model for adapting the activities of libraries in the region to the modern system of communications.

Ladyzhnikow Publishing House (1905–1932), found by the author, various aspects of publishing literature in foreign languages. The company was one of the largest Russian- language publishing houses in Berlin, which, in addition to the mass publication of books in Russian, published in large volumes in the first two decades of the 20th century books in foreign languages, mostly in German. They published Russian classical literature, works of contemporary authors. The main volume fell on the works by L.N.
